The High Representative is profoundly concerned at the situation in South Sudan, which, as the UN Secretary General has noted, stands close to catastrophe. The Foreign Affairs Council adopted conclusions in December 2016 which took note of the warning by the UN Special Adviser on the Prevention of Genocide that violence was escalating along ethnic lines and that the potential for genocide existed; these Conclusions remain valid two months later.
The EU has called repeatedly for all parties to allow the UN Mission in South Sudan (UNMISS) to discharge its mandate without hindrance.
At the moment, the EU does not envisage the deployment of EU led military forces in South Sudan. The EU calls on all parties to facilitate the rapid deployment of the Regional Protection Forced mandated by the UN Security Council, which is intended to reinforce the existing UNMISS presence.
