OECD figures reveal that between 2006 and 2015, Africa received a total of USD 515 billion in public or private aid. Notwithstanding this, the poverty rate rose by 11%. The main beneficiaries of this aid are also the countries from which the highest numbers of so-called ‘economic migrants’ leave for Europe.
Would the Commission not agree that an aid system like this is not only proving to be ever more unproductive because it does not remove impediments to growth such as political instability, access to credit and tribal wars, but it also feeds the corruption that is widespread among African political and administrative authorities?
What does the Commission plan to do to alter the current nonsensical delivery arrangements for humanitarian aid, tackle the management systems in place at present, which are in no way transparent, and bring real development to the African people?
