A new National Executive Office for the CNPA-BF

The National Council for the Elderly of Burkina Faso (CNPA-BF) renewed its National Executive Office (BEN) on September 12, 2023. It was at the end of the work of its 4th National Conference held in its meeting room at its headquarters located in Zone 1 District 10 of Ouagadougou.

The 4th National Conference of the National Council of the Elderly of Burkina Faso (CNPA-BF) renewed its confidence on September 12, 2023 in Dr. Joseph André Tiendrébéogo for a 2nd and final 4-year term.

This conference brought together more than forty participants, namely the members of the National Executive Office (BEN) elected on September 20, 2019 and installed on December 13, 2019. Delegates from the local bodies of the CNPA (offices) also took part in this conference. regional, provincial and municipal councils) as well as the auditors, technical advisors and representatives of the ministry in charge of solidarity.

The outgoing president of the CNPA-BF, in his welcome address, indicated that in view of financial constr
aints, the holding of this 4th conference is an imperative which is justified by respecting the validity period of the recognition receipt for not not be foreclosed.

The opportunity was therefore propitious for him to define who can be called ‘elderly people’: an elderly person is, according to the law, ‘any person aged 60 and over’. Thus, referring to the results of the last General Population and Housing Census (RGPH), in Burkina this category of people number 1,031,984 including nearly 53% women and more than 77% living in rural environment. Those aged 60 -79 represent around 85%, reveals Dr Joseph André Tiendrébéogo.

It is for this important segment of the population that the CNPA is committed to taking up the major challenge of bringing together elderly people with a view to improving their conditions and ensuring their full participation in the development of Burkina.

Unfortunately, he adds : ‘we still see a lack of awareness of the CNPA-BF not only by public and private institutions but also by indi
viduals and paradoxically by the elderly themselves’ . Added to this lack of knowledge is the confusion between retirees and elderly people.

For full promotion of the rights of older people, Dr Tiendrébéogo recommends ‘making the CNPA a reference structure both for older people themselves and for national and international partners ‘

As of August 29, 2023, the number of CNPA members is 6,468

To compete effectively, the outgoing president has from the first months of taking office

Developed actions in accordance with the 2020-2023 strategic plan for the visibility of the CNPA at various levels which he was keen to report through his moral report.

In total, as of August 29, 2023 , the number of members increased to 6,037 including 6,023 physical members ( 2,578 men + 3,445 women) and 14 moral members. To which are added the 431 applicants from August 30, 2023 currently being classified by gender. We then
obtained 6,468 at the end of August including 6,454 physical members and 14 moral members.

The gold medal for the mobilization of members goes to the Northern Region, whose Office installed only on November 29, 2022, mobilized as of August 31, 2023: 2,318 people including an honorary member.

This moral report supported by a summary assessment drawn up by the outgoing President of the BEN due to the renunciation of his duties by the general treasurer for some time was adopted unanimously.

The speakers also made amendments to articles 1, 2 of the statutes and article 2 of the internal regulations.

For the renewal of the office, a proposed list of members of the new office was concocted during a preparatory meeting and submitted for the appreciation of the general assembly.

Then, the chairman of the session, Elie Sama, presented each member according to the position held.

This is how the conference approved all the proposed members by acclamation. The national executive office includes eighteen (18) member
s and its mandate is four (04) years, renewable only once for those in their first mandate (see box).

This new office was presented by the session president who immediately declared it officially installed.

Finally, the new president thanked all the participants for the trust placed in the new office and promised to work for the influence of the CNPA-BF.

This new national executive office is the third since the creation of the National Council for the Elderly of Burkina Faso in 2002.
