The rental cost of administrative leases has experienced “exponential growth”, rising from 5.56 billion FCFA in 2017 to 8.73 billion FCFA in 2021, the government announced on Thursday. adopt new regulations to solve the problem.

“The management of administrative leases in Burkina Faso has been marked by an exponential growth in the rental charge in recent years, rising from 5.56 billion CFA francs in 2017 to 8.73 billion CFA francs in 2021”, noted the council’s report. ministers this Thursday.

According to this report, the implementation of a State real estate strategy through the construction of administrative complexes would be a solution to limit the rental of administrative buildings.

However, adds the report to stabilize the rental charge in acceptable proportions, it is necessary to re-read Decree No. 2016-200/PRES/PM/MINEFID/MUH of 11 April 2016 on the general regulation of administrative leases, the main reference legal in terms of lease contracts between the State and private actors.

“The innovations made in the new decree are, among other things, the creation of a database of rental offers, the introduction of specifications applicable to administrative leases and the limitation of the duration of execution of rental contracts. lease by the State for a period of fifteen (15) years,” the document clarifies.

“The adoption of this decree makes it possible to comply with the administrative leases of the new regulations, to emphasize the control of the respect of the obligations of the lessors and to control the rental charges of the State”, concludes the report.
