Bogandé: the Provincial Consultation Framework holds its first ordinary session of the year 2023

The Gnagna Provincial Consultation Framework held its first ordinary session for the year 2023, on Thursday July 27, 2023, relocated to Koupéla.

The statutory members of the Gnagna Provincial Consultation Framework (CCP) met on Thursday July 27, 2023 in the meeting room of the town hall of Koupéla for the holding of their first session of the year 2023.

The work focused on four communications. We note among others: the presentation on the implementation of the Emergency Territorial Development and Resilience Project (PUDTR), the health indicators of the health districts of Manni and Bogandé, the concept of local police and the situation humanitarian aid in the province of Gnagna.

The PUDTR has been implemented in the East region and in the Boucle du Mouhoun region since March 2021 for a period of 5 years. The municipalities of Bilanga, Manni, Coalla and Bogandé are the beneficiaries in Gnagna.

Each of them benefits from investments to the tune of two billion with the support of the World Bank. These are achievements of school, health, water and market infrastructure. The project also implements income-generating activities for the benefit of women.

The main difficulty encountered in the implementation of this gigantic project in the Gnagna according to Sidiki DIALLO, representative of the Head of PUDTR antenna, is the deterioration of the security situation which led to the suspension of most activities.

The participants expressed the wish that in view of the lull in certain localities and especially the deployment of the Burkinabè fighting forces, the resumption of certain achievements.

The mid-term reviews of the implementation of the 2023 action plans for the health districts of Bogandé and Manni are highlights.

According to the first managers, the indicators are acceptable with regard to the objectives set. However, difficulties related to the insufficiency of human and financial resources and to insecurity, are to be remedied for the proper functioning of the health structures of Gnagna.

The humanitarian situation in Gnagna is critical with the increase in IDPs due to terrorist acts in several villages.

According to the Provincial Director of Solidarity, Humanitarian Action, National Reconciliation, Gender and Family, Marcel YAMEOGO, IDPs urgently need food, health and nutritional assistance, water drinking water, hygiene and dignity kits, latrines, AME kits, civil status documents.

The notion of community policing was also explained to the participants. According to national police communicator Dieudonné BERE, security is a matter for all citizens. He therefore urged the involvement of all the inhabitants for an effective functioning of a local police which guarantees the safety of the populations and their property.

From the established observation, most Local Security Initiatives (ILS) have no official recognition in the Gnagna. To do so, the communicator recommends broad awareness-raising for the benefit of ILS managers so that they comply with the regulations in force in Burkina.

The High Commissioner of Gnagna, Jean Baptiste BEOGO for the occasion congratulated and encouraged the constituted bodies for their resilience and the efforts made on the ground. Moreover, it has further galvanized its members in order to meet the challenges that the security situation imposes on Gnagna
