Burkina Faso Tackles Public Administration Challenges with Digital Solutions

OUAGADOUGOU – The Burkinabe Ministry of Civil Service is turning to digital technology to address the inefficiencies plaguing its Public Administration and to enhance human resources management. This strategic shift was highlighted at the 10th Annual Human Resources Management Conference (CAGRH), which commenced on Thursday in Ouagadougou.

According to Burkina Information Agency, Bassolma Bazié, the Burkinabè Administration is currently grappling with issues such as corruption, favoritism, and nepotism, which significantly impede national development. “Faced with these situations, rigorous reforms allowing the State to serve all citizens are essential. Digital gives us the opportunity to correct our mistakes and improve,” he stated during the opening of the 10th CAGRH.

Mr. Bazié urged the conference participants to engage in discussions mindful of the current context, aiming to develop an effective and tailored human resources management system. “We must take up the challenge of consistency in innovation to adapt the public service to the needs of the administration,” Minister Bazié added.

Seidou Mocktar Ganama, representing the Secretary General (SG) of the Ministry of Civil Service, noted that the discussions would focus on identifying key challenges and determining human resource needs. He emphasized that the participants would concentrate on the functioning of the public service’s consultative bodies and offer recommendations for a healthy and rational management of public human resources.

This year’s meeting, under the themes ‘What perspectives for a better contribution to the management of public human resources’ and ‘The management of human resources of EPE: state of play and perspectives’, is noteworthy for incorporating State public establishments (EPE) for the first time. The conference is sponsored by the Minister of State in charge of communication and culture, Jean Emmanuel Ouédraogo, and the Minister in charge of the Digital Transition, Aminata Zerbo/Sabané.

Minister Ouédraogo has pledged his department’s support to the Ministry responsible for the Civil Service and all human resources managers. Established in 2009, the CAGRH continues to serve as a vital platform for evaluating and directing State policy in administrative governance and the management of public human resources.
