The Ministry of Housing urges citizens to inform themselves before purchasing plots




Ouagadougou, September 14, 2023 (AIB) – The Ministry of Housing on Thursday urged citizens to contact its services before purchasing any plot, particularly those sold by real estate development companies.




“I would like to invite the populations to abandon the acquisition of this type of land which has no legal existence and the purchase of which in reality only contributes to plunging them into a situation of insecurity on the one hand, and on the other hand, only enriches companies or individuals with bad intentions,” declared Yacouba Siko.




The Director General of the National Office for Development and Construction Control (ONC/AC), who spoke to journalists on Thursday, was referring to bare land sold by real estate developers.




According to Mr. Siko, real estate developers must sell housing and not plots.




Yacouba Siko informed that as of September 14, 2023, no real estate company is in compliance with the new law on real estate development, promulgated on July 3, 2023 and whose application decrees have been adopted on September 13, 2023 by the Council of Ministers.




However, plots from subdivisions carried out by town halls can be bought and resold “without great risk”, specified the Director of Legal Affairs and Litigation of the Ministry in charge of Housing and Urban Planning, Arsène Dabiré.




“I therefore invite people interested in acquiring a plot to take all measures to obtain information from the authorized technical services on the regularity of the said plot before any purchase,” recommended Yacouba Siko.




As a reminder, under the new law, real estate development activities only involve the construction of housing in urban areas on land that does not exceed 5 ha in area.




Also subdivision, restructuring or urban consolidation are prohibited to legal entities under private law.




Finally, the approval, valid for five years, is issued upon payment of 250 million FCFA to be used to make the site viable.




According to Arsène Dabiré, this guarantee will also make it possible to exclude non-credible real estate developers.




For the Director General of the National Office for Development and Construction Control, once the awareness phase has passed, investigations will be carried out to track down unscrupulous developers.
