Busia Governor Calls for Senators’ Support in Strengthening Devolution

Busia – Governor Paul Otuoma of Busia has urged senators to collaborate more closely with governors to bolster devolution efforts in the country. His appeal was directed to the Senate committee members of Trade and Tourism during their visit to Busia on Friday.

According to Kenya News Agency, Otuoma highlighted the need for clarity and coordination in the devolution process, pointing out that certain functions had not yet been fully devolved to the counties. He emphasized the importance of ensuring that resources follow devolved functions to the county level. The governor noted challenges arising from both county and national governments handling the same sectors of development, especially in areas like markets, housing, and health.

In his discussion with the Senate committee, Otuoma also addressed the issue of gubernatorial impeachments by Members of County Assemblies (MCAs). He advocated for respecting the sovereign will of the voters, arguing that the impeachment of elected leaders should be a last resort. He underscored the time wasted in politicizing issues that could be resolved constitutionally, citing the recent case of Meru Governor Kawira Mwangaza as an example where the Senate played a protective role.

Busia Senator Okiya Omtata responded by clarifying that his relationship with Governor Otuoma was solely professional, marked by different roles in serving local residents. Omtata emphasized his oversight role, in contrast to Otuoma’s project implementation responsibilities.

Esther Okinyuri, the Vice Chair of the Committee, stressed the importance of collaboration between the county government and the Senate in addressing trade challenges in Busia County. She assured that the Senate was committed to supporting county governments and would follow up on key issues and agendas, such as the Cooperative Act. Okinyuri recognized Busia County’s efforts in developing its citizens through cooperatives.

Kiambu Senator Kerong’o Wathangwa, a member of the committee, mentioned plans to alleviate congestion caused by trailers in Busia and Malaba towns. The committee is considering the development of a trailer park in the county to address this issue.
