Gnagna Consultation Framework Reviews Humanitarian Efforts and Agricultural Challenges

Bogandé, Burkina Faso – The Provincial Consultation Framework (CCP) of Gnagna convened its second ordinary session of 2023 on November 22 in Fada, led by High Commissioner Jean Baptiste BEOGO. The session focused on evaluating the humanitarian situation, interventions by humanitarian actors, and the progress of the wet agricultural campaign in the province.

According to Burkina Information Agency, the CCP, established by decree No. 2009-838/PRES/PM/MEF/MATD of December 18, 2009, serves as a platform for dialogue among decentralized rural development actors. Its goal is to harmonize actions and interventions for enhanced local development.

During the session, members reviewed the province’s humanitarian situation, including the plight of 108,357 Internally Displaced People (IDPs) as of October 31, 2023. The majority of these IDPs are located in the commune capitals of Bogandé, Bilanga, Piéla, and Manni. Challenges identified included inaccessible areas for IDP registration, unreturned lists by some partners, and coordination difficulties in field operations.

Marcel YAMEOGO, the Provincial Director of Solidarity, Humanitarian Action, National Reconciliation, Gender and Family of Gnagna, highlighted the urgent needs of the IDPs. These include food, health and nutritional assistance, drinking water, hygiene and dignity kits, latrines, emergency medical kits, and civil status documents. Responses to these needs are managed by the Burkinabè State and its partners, led by the humanitarian NGO OCHA on behalf of the EST.

Amidou DOUMBIA, head of the NGO OCHA office in the East, confirmed the active involvement of humanitarian NGOs in Gnagna, focusing on health, protection, food security, shelter, washing, nutrition, and gender-based violence. However, financial resource scarcity remains a significant challenge for these partners.

The wet agricultural season in Gnagna faced notable disruptions, including drought and the abandonment of many plots due to the displacement of populations. The focus is now shifting to the dry campaign, with an anticipated 2,209 hectares to be planted and a projected production of 21,366 tonnes.

Ibrahima SANGARE, the Provincial Director of Agriculture, Animal and Fisheries Resources of Gnagna, affirmed his department’s commitment to supporting the 2023-2025 agro-pastoral and fisheries offensive. This initiative, launched by the President of Faso, aims to achieve food self-sufficiency in Burkina Faso. He also confirmed the progress of vaccination campaigns against livestock diseases in the province.

High Commissioner BEOGO expressed gratitude to humanitarian NGOs for their assistance to IDPs and vulnerable populations. He also encouraged all members of the CCP to engage in development actions for the betterment of the local communities.
