Windhoek: Minister Nghipondoka Launches New Basic Education Act to Enhance Inclusivity and Quality

Windhoek – Education, Arts and Culture Minister, Anna Nghipondoka, announced the official commencement of the Basic Education Act, Act no: 3 of 2020, in Namibian schools, effective since October 5, 2023. This new legislative framework, replacing the Education Act 2001, was developed in collaboration with UNICEF following extensive national consultations. The Act addresses the evolving educational landscape in Namibia, prioritizing inclusivity, equity, and quality in education.

According to Namibia Press Agency (NAMPA), The Act introduces significant changes, including the extension of compulsory school attendance age to 18 years and special provisions for accommodating learners with special educational needs. It emphasizes the prevention and management of learner pregnancy and sets standards for school health services and infrastructure. Furthermore, the Act integrates lifelong learning and adult education, enhancing parental responsibility and learner participation in school governance. Minister Nghipondoka outlined the Act’s guiding principles, focusing on the best interest of the child and promoting an inclusive, learner-centered educational approach. This legislative reform aligns with Namibia’s vision for a unified, flexible, and high-quality education system by 2030, adapting to global advancements in science and technology.
