Kenya Braces for Heavy Rains and Potential Flooding, Meteorological Department Warns

Nairobi, Kenya – The Kenya Meteorological Department has issued a heavy rainfall advisory, cautioning of impending floods due to torrential rains across the country.

According to NAM News Network, the current downpours affecting the northeast, northwest, and central highlands of Kenya are anticipated to strengthen and reach additional areas, including Nairobi, the southeastern lowlands, the western sector, and the coastal regions. The downpour, exceeding 30mm within 24 hours, is expected to persist from Friday, November 3rd, through Sunday, November 5th.

Regions marked for heightened vigilance include Marsabit, Mandera, Wajir, Garissa, Isiolo, Samburu, Turkana, Embu, Nyeri, Kiambu, Nyandarua, Laikipia, Murang’a, Meru, Kirinyaga, Tharaka Nithi, Nairobi, as well as multiple counties such as Busia, Kisii, Nyamira, Kericho, Bomet, Nakuru, Narok, Migori, Trans Nzoia, Nandi, West Pokot, Baringo, Uasin Gishu, Elgeyo Marakwet, Vihiga, Bungoma, Homa Bay, Kisumu, Siaya, Kakamega, Kajiado, Machakos, Kitui, Makueni, and coastal counties including Lamu, Tana River, Taita Taveta, Kwale, Kilifi, and Mombasa.

The department has urged residents in the aforementioned areas to exercise caution and remain alert for flood-related hazards. There’s a specific warning about floodwaters emerging in regions where rainfall has been less intense, particularly downstream. The advisory stresses the importance of avoiding traversing or wading through moving water and discourages seeking shelter under trees or close to grilled windows during the storm to reduce the risk of lightning strikes.

Forecasts for Monday, November 6th, suggest a diminution in rainfall intensity over the southeastern lowlands and some northeastern parts, though the weather is likely to bring gusty winds. Such conditions could result in significant property damage, including roof destruction, tree uprooting, and other structural damages. The weatherman has also issued a warning to residents in landslide-susceptible areas, particularly those located on the slopes of the Aberdare ranges, Mount Kenya, and other hilly terrains in the western region, to stay vigilant.

In its November weather outlook, the meteorological department had previously highlighted the potential for above-average rainfall due to the influence of El Niño conditions and a positive Indian Ocean Dipole (IOD).

Swakopmund Calls for Power Sector Reform to Address Electricity Shortage

SWAKOPMUND — In a significant move aimed at addressing the persistent electricity supply shortfall, Mines and Energy Minister Tom Alweendo has advocated for a strategic overhaul of the power sector, emphasizing the necessity for improved performance and capacity from Independent Power Producers (IPPs). This call to action was a central theme during the Erongo RED stakeholders’ summit that took place in Swakopmund on Friday.

According to NAMPA, the current structure of electricity companies is insufficient to meet the growing energy demands. Alweendo pointed out that the existence of a deficit cannot be attributed to a lack of demand but rather to an organizational inefficiency, which suggests a potential need for more IPPs in the energy market. The intention behind encouraging IPPs, he mentioned, is to shift the investment burden from the public to the private sector, promoting sustainable investment practices.

The supply shortage, as Alweendo outlined, raises fundamental questions about the operational models of current electricity providers and indicates a pressing need for restructuring within the industry. He proposed that IPPs utilize gatherings like the summit to explore innovative institutional arrangements that could potentially balance the electricity demand and supply scales.

The summit convened under the decisive theme ‘Lighting up the last house by 2030 – refocusing on peri-urban and rural electrification,’ setting a clear goal for the future of Namibia’s energy landscape. Zoe Nambahu, the Erongo RED Chairperson, acknowledged the board’s efforts to tackle the electrification challenges in peri-urban and urban settings, along with addressing concerns regarding municipality final charges.

Erongo Governor, Neville Andre Itope, praised the strides made by Erongo RED, particularly in electrifying communities through Corporate Social Responsibility initiatives and savings. Despite these advancements, Itope underscored the need for continued and increased efforts to achieve full electrification in underserved communities.

Highlighting the impact of these initiatives, Erongo RED has connected 1,174 houses in peri-urban areas and 1,129 houses in rural villages over the past decade, investing substantial funds into these projects, demonstrating the company’s commitment to the minister’s electrification goals.

Judge Convicts Ernst Lichtenstrasser for the Murder of NIMT Executives

WINDHOEK: In a pivotal decision on Thursday, Judge Christie Liebenberg of the High Court found Ernst Lichtenstrasser guilty of murdering Namibian Institute of Mining and Technology (NIMT) Executive Director Eckhart Mueller and Deputy Director Heimo Hellwig, dismissing his claims of innocence as fabricated.

According to NAMPA, Mueller and Hellwig were fatally shot on the morning of 15 April 2019 at the NIMT campus in Arandis, shortly after their arrival at work. In delivering his verdict, Judge Liebenberg stated that Lichtenstrasser’s account of the incident lacked credibility.

Lichtenstrasser, who was previously positioned at the NIMT campus in Tsumeb, was facing an unwelcome transfer to the Keetmanshoop campus, a circumstance the court deemed a possible motive. Throughout the trial, Lichtenstrasser maintained his innocence and refrained from submitting a plea explanation, instead challenging the prosecution to substantiate the charges. However, despite initially confessing to the crime following his arrest on 16 April 2019, Lichtenstrasser later recanted his confession. Nonetheless, the High Court ruled to include his initial admission in the evidence.

The judgement also underscored the improbability that Lichtenstrasser’s presence on the coast at the time of the killings was mere happenstance. He was apprehended in the town of Karibib.

During the trial, Lichtenstrasser contended that his confession was coerced due to police intimidation and testified to having suicidal thoughts after realizing the gravity of his actions. Notably, on the day of the murders, he was scheduled to commence his duties at the Keetmanshoop campus, but the judge concluded that Lichtenstrasser had no intention of honoring this commitment.
