Zorgho Special Delegation Examines Innovations in Local Governance

Zorgho: The special delegation is examining the innovations of the new general code for local authorities. The special municipal delegation of Zorgho held its second ordinary session of 2026 on Monday under the chairmanship of the President of the special delegation (PDS), Valentin Badolo.

According to Burkina Information Agency, the session focused on reviewing the activities of the public hygiene police brigade, assessing the progress of private boreholes in the municipality, and evaluating the innovations introduced by the new General Code of Local Authorities. The meeting commenced with the reading and amendment of the minutes from the first ordinary session held in March. Members unanimously adopted a resolution to establish an inter-village competition in the field of hygiene and sanitation.

Comrade Yves Tapsoba presented the report of the Zorgho Public Hygiene Police Brigade, highlighting 113 operations conducted in 2025. These included inspections of restaurants and shops, sanitation and environmental checks, and drainage ditch cleaning operations. The interventions resulted in the seizure of expired products and uninspected meat, awareness campaigns on unsanitary conditions, and the arrest of individuals dumping sewage.

Tapsoba noted achievements such as improved collaboration with stakeholders and positive effects on public health, but he also mentioned challenges like insufficient resources and resistance during checks. Regarding private boreholes, 22 requests were registered in 2026, with 359 boreholes currently functional in the municipality. Tapsoba urged regulation to preserve water resources.

Valentin Badolo presented the innovations of the new General Code of Local Authorities, emphasizing reforms such as revised criteria for naming municipalities, reduction in councillors, inclusion of civil society in councils, and redefined powers of local authorities. The new code introduces general assemblies, accountability days, and the election of mayors by direct suffrage, among other changes.

The session concluded with discussions on the implications of the reform for local governance, as well as thanks to participants for their effective involvement.
