Windhoek: Affirmative Repositioning (AR) leader Job Amupanda has proposed the removal of all constituency councillors within Windhoek's boundaries, arguing that they serve no meaningful purpose. Speaking recently to Nampa about his plans for a more effective and service-oriented Windhoek, Amupanda stated that the local authority landscape must change. He suggested that constituency councillors within the capital city should either be integrated into the municipal council or appointed to serve the public alongside local authority councillors.
According to Namibia Press Agency, Amupanda added that if outright removal is not feasible, he would prefer to establish a special orientation where these councillors would be required to sit on the council, as he sees no tangible results in their respective constituencies. Amupanda questioned the role of regional councillors in urban areas, suggesting that their responsibilities are limited to distributing drought relief food and making announcements on the radio.
The AR leader further emphasised that constituency councillors are ineffective in urban areas and that their roles are better suited for rural regions, where he believes they bring about real change. He stated that in urban areas, regional councillors do not effect change, whereas in villages, they play a more active role in daily governance.
Amupanda also highlighted the difficulties faced by various local authorities across the country, stating that ineffective leaders in other towns and village councils negatively impact Windhoek. He argued that this situation obstructs municipal development in the capital, as Windhoek is forced to accommodate residents leaving their own towns due to a lack of development and opportunity.
He urged local authority leaders nationwide to change their approach by actively advocating for investors and creating a favourable environment to discourage people from leaving their areas for Windhoek in search of better opportunities.
