Burkina/EPE: “Public establishments have public service missions but must also work to finance themselves”, minister

The public establishments of the State have essentially public service missions but on the side must work to be self-financing”, indicated Thursday, in Ouagadougou, the minister in charge of the economy , Dr. Aboubakar Nacanabo on behalf of the Prime Minister, on the sidelines of the 24th General Assembly of State Public Establishments (EPE).

“It is important to examine the situation of public state establishments which constitute an important part of the Burkinabè economic fabric. These public establishments essentially have public service missions but on the side, must work to be self-financing as much as possible,” declared the Minister of Economy, Finance and Foresight on behalf of the Prime Minister, Dr Aboubakar Nacanabo.

The 24th session of the General Assembly of State Public Establishments (EPE) took place on Thursday August 10, 2023 in Ouagadougou, under the theme: “Mapping of risks and effectiveness of control in Public Establishments of the State (EPE)”.

Chaired by the Prime Minister, Apollinaire Joachimson Kyelèm de Tambèla, the latter’s speech at the opening of the work was delivered by the Minister of Economy, Finance and Foresight Dr. Aboubakar Nacanabo.

Mr. Nacanabo indicated that this year, the accent is placed on the question of the internal control of the State and the control of the risks. “We are in a fairly turbulent environment where the risks are quite significant. We must be able to identify them, control them and treat them. It is important that all EPEs know how to control risks, how to develop a risk map and how to manage risk,” he explained.

According to him, the risks can be treated in several ways, in particular by exterminating them, by assuming them. “The public establishments of the State are not necessarily intended to make profits, but there are still thresholds to be examined in terms of self-financing”, he added.
