Swanu Proposes Constituency Development Fund for Nationwide Impact


Windhoek: Swanu has pledged to introduce a Constituency Development Fund (CDF) for every constituency across the country, a funding mechanism that will be accessible regardless of the elected councillor’s political affiliation. Swanu President Evalistus Kaaronda shared this initiative during an interview with Nampa, emphasizing the importance of financial resources in driving development initiatives.



According to Namibia Press Agency, Kaaronda stated that the fund would receive its allocation annually from the national budget. The specific development needs will be determined directly by the inhabitants of the constituencies, working in conjunction with their elected councillor. This approach, he noted, allows local inhabitants to take an active role in prioritizing their development needs, making the process more participatory and decentralized.



Kaaronda further explained that with this approach, Swanu aims to prevent unspent funds from returning to the Treasury and to eliminate the misuse of funds or the awarding of tenders based on political connections. He asserted that this model could potentially put an end to corruption by ensuring development initiatives are constituency-based and driven.



Additionally, the Swanu leader criticized other political parties for promising job creation and infrastructure improvements without detailing the financial strategies to achieve such goals. He emphasized Swanu’s commitment to simultaneous development in both rural and urban areas, rather than development being concentrated in urban centers alone.
