Ouagadougou: The High Commissioner of Soum province, Wend Nere Wilfried Tougma, met with nationals of the province residing in Ouagadougou, presenting a comprehensive summary of the province's achievements and future development plans. The meeting, held in the hall of the Youth House, aimed at fostering accountability and strengthening connections with the community.
According to Burkina Information Agency, the High Commissioner highlighted the organization of three consultation frameworks and two conferences dedicated to youth in 2025. Efforts to strengthen dialogue with the population included initiating discussion groups across neighborhoods. In governance, the province saw the operationalization and certification of its Facebook page and organized birth registration operations for the local population.
On the health front, Mr. Tougma praised the chief medical officer of the Djibo health district for redeploying health workers to Arbinda and Kelbo. He also noted the success of a cataract treatment campaign in October and the air evacuation of over fifty patients to Ouagadougou, facilitated by an emergency evacuation strategy. The reopening of the PSA 5 in Djibo and the establishment of the CSPS in Wour©, Arbinda, were also significant health sector achievements.
In education, the High Commissioner commended the teaching staff for reopening the Djibo municipal high school and organizing a patriotic immersion program for graduates. Fifth-grade students' participation in the PMK entrance exam and the hosting of professional competitions were also highlighted.
In agriculture, Mr. Tougma emphasized increased manpower and the distribution of three tractors across Djibo, Arbinda, and Kelbo. The cultivation of vast areas during both rainy and dry seasons was achieved through collaboration with the Defense and Security Forces (FDS) and the Volunteers for the Defense of the Homeland (VDP).
Development initiatives included contributing 31 tonnes of cement to the Faso Mªbo initiative and training ten individuals. The "N'Yibiten" (rebuild) project, aiming to mobilize the province, was launched on December 7th. Additionally, the province contributed over three million CFA francs to the 'D?m? Sira' campaign, along with donations in kind.
In the socio-cultural and sporting arenas, the High Commissioner organized gala matches and the first edition of the High Commissioner's Cup. Recognition days honored 146 individuals for their contributions. Security efforts in 2025 included an awareness meeting for the VDP and the strengthening of combat forces, notably the BIR 22, aiding the reconquest of several localities.
The High Commissioner announced future projects, such as supporting students wishing to study locally, opening a bank and credit union, dredging the Djibo dam, and constructing dams in Arbinda and Kelbo. He called for unity to strengthen social cohesion and pledged to address the people's major concerns at the highest state levels.
His Majesty the King of Lorum and the Emir of Baraboul© urged residents to prioritize the province's greater good, commending the High Commissioner's achievements. Participants at the meeting voiced grievances, including the need for road paving and reopening the Djibo livestock market. In response, the High Commissioner urged population mobilization to support development efforts.
Abdoulaye Tamboura, alias "Tamson," a native of Djibo, expressed his intention to initiate development actions through community contributions for the province's benefit.
