Sissili: Special Delegation of To Reviews and Adopts Amended 2026 Budget


Sissili: The special delegation of the municipality of To held its first ordinary session of the year from March 30 to 31, 2026. Under the chairmanship of Raouda Rolande Konat©/Kanko, prefect and president of the special delegation (PDS), the members examined and adopted the first amended budget for the 2026 fiscal year, amounting to more than 332 million FCFA.



According to Burkina Information Agency, the municipality of To is adjusting its budget forecasts for the year 2026. Meeting in ordinary session, the members of the special delegation worked on the first amending budget of the year, which balances in revenue and expenditure at the total sum of 332,718,301 FCFA.



In her opening address, the head of the special delegation (PDS), Raouda Rolande Konat©/Kanko, outlined the stakes of this meeting. She emphasized that this budget adjustment is taking place in a “difficult socio-economic and security context,” marked by a reduction in state subsidies to local authorities.



Faced with this contraction of national resources, the PDS invited the members of the delegation to a collective awareness. ‘This situation compels us to take steps to rely on our own resources to address the numerous development challenges,’ she stated. She urged councilors to become more involved in raising public awareness about local tax collection, deeming the current rate unsatisfactory.



In addition to the amended budget, the delegates examined several other strategic points for the municipality, including the review and adoption of the minutes of the previous session, the presentation of the report of the authorizing officer and the Economic and Financial Affairs Commission (CAEF), the review of the administrative account and the management account for the 2025 financial year, as well as the adoption of resolutions, including the recruitment of agents under new measures.



Ms. Konat©/Kanko concluded the proceedings by commending the ongoing support of the decentralized technical services, which she considered essential to achieving the community’s development goals. She congratulated the members for the constructive discussions that led to the adoption of this “realistic and achievable” budget.
