Cairo: A six-man delegation led by the Ministry of Public Administration and Political Affairs, Mr. Amara Kallon, alongside the Director of the Public Sector Reform Unit (PSRU), Sulaiman Phoray-Musa, is undertaking a transformative study tour in Egypt aimed at advancing Sierra Leone's civil service reform agenda. Supported by the EU-MAPE Project and Egypt's Central Agency for Organization and Administration (CAOA), the mission is focused on learning modern, merit-based recruitment and administrative best practices to enhance public service delivery back home.
According to Sierra Leone News Agency, the delegation began their intensive study sessions on 24th November 2025 at the Egyptian Capacity Assessment and Competition Centre. This institution is renowned for its transparent and competitive recruitment system. The team held sessions designed to equip them with the knowledge necessary to implement similar systems in Sierra Leone.
During their visit, the delegation paid a courtesy call on H.E. Eng. Hatem Nabil Mostafa, President of CAOA, at his office in the New Capital City. This was followed by a tour of the Iconic Tower in New Cairo, providing insights into Egypt's administrative infrastructure.
On the second day, the delegation engaged in an exploration of Egypt's digital recruitment processes. This included presentations on digital application systems and a practical trial of the country's recruitment examinations, offering a comprehensive understanding of how technology can streamline recruitment in the public sector.
In addition to the administrative focus, the delegation explored the historic Salman Al-Amin Citadel, touring the palace and the Mosque of King Mohamed Ali. These visits provided additional insights that will contribute to shaping and strengthening Sierra Leone's ongoing public service reforms.
