Secretary of State Highlights Importance of New Biofuels Law

Luanda: The Secretary of State for Oil and Gas, Jos© Barroso, on Monday in Luanda said that the consultation process for the new Biofuels Law is seen as a dynamic public policy instrument capable of generating investment, promoting the inclusion of rural communities and positioning Angola as an African benchmark in sustainable bioenergy. Speaking at the formal public consultation ceremony on the proposed Biofuels Law, he said that the promotion of biofuels represents an essential step towards the decarbonisation of strategic sectors of the national economy.

According to Angola Press News Agency, the new law will ensure the protection of biodiversity, forests, wetlands, environmental sustainability and food security in the country through strict criteria based on the new law. He emphasised that the new draft Biofuels Law aims to establish an attractive legal and regulatory framework for domestic and foreign investment, in line with climate and international commitments.

On that occasion, the executive director of the National Agency for Petroleum, Gas and Biofuels (ANPG), Artur Cust³dio, said that the future law will promote more inclusive prosperity through local content, integrating family farming and rural communities, greater job creation and new infrastructure in the interior of the country. He also emphasised that the consultation process is based on four fundamental pillars, namely regulation, social justice, local content, and technological sovereignty.

Stakeholders in the biofuels ecosystem are participating in the consultation process, notably officials from the Ministry of Mineral Resources, Petroleum and Gas, Agriculture and Flowers, Planning, ANPG and the General Tax Administration (AGT). Angola's Biofuels Strategy for the period 2025 to 2050 is aligned with the objectives of the Long-Term Strategy - Angola 2050, in the field of energy transition. The proposal aims to encourage investment in new green energies and create an environment conducive to producers and stakeholders contributing to and investing in green technologies that enable the production of biofuels as part of their portfolio.
