RESO-AES Urges Unity Following Terrorist Attacks in Mali

Ouagadougou: The Strategic Network of Observers of the AES Confederation (RESO-AES) has strongly condemned the recent terrorist attacks in Mali and the assassination of the country's Minister of State, Lieutenant General Sadio Camara. In a statement released after an emergency online session on April 27, 2026, RESO-AES called on the peoples of the confederation to unite and demonstrate resilience in the face of these threats.

According to Burkina Information Agency, the communique detailing the attacks, which targeted several areas within the AES space, was presented to the press on April 29, 2026, in Ouagadougou by the Burkina Faso section of RESO-AES. The country coordinator, Lian-woue Imhotep Bayala, emphasized the need for strengthened cohesion and organization to consolidate the sovereignty and security project of the AES.

RESO-AES denounced the attacks as acts of unacceptable barbarity, noting that they violated international humanitarian law by targeting a private residence and civilians. The network highlighted a troubling shift in the terrorists' tactics, which now appear to focus on political and military leaders in their private spheres.

According to RESO-AES, this new strategy aims to instill fear, disrupt command structures, and undermine public confidence in the state. The network views these acts as an attempt at political and symbolic decapitation designed to weaken the resilience of ESA states.

In response to the attacks, RESO-AES has called for urgent measures to strengthen intelligence and counter-infiltration capabilities. It also recommends revising the protection doctrine for high-ranking officials and enhancing confederal coordination in intelligence sharing.

RESO-AES stresses the importance of maintaining state continuity and proactive communication to counter the psychological and informational warfare tactics employed by terrorist groups. It urges citizen vigilance, reliable information reporting, and the rejection of rumors to preserve social cohesion.

The network also calls on regional and international institutions to intensify efforts against the support and normalization of terrorism. RESO-AES reaffirms its commitment to strategic analysis and citizen mobilization, pledging to strengthen its structure and actively contribute to the information battle.

Lian-woue Imhotep Bayala noted that RESO-AES consists of institutional and citizen actors, and the communique will also be presented to the Malian and Nigerien press. The network expressed solidarity with the victims and the AES Confederation, paying tribute to General Sadio Camara and offering condolences to his family and affected communities.
