Luanda: At least 86.5 billion kwanzas were collected by the General Tax Administration (AGT) in Property Tax (IP) in 2025, marking an 18% year-on-year growth in gross revenue, according to Tax Services Directorate Yuri Sumbi, who made the announcement on Tuesday in Luanda.
According to Angola Press News Agency, the third Tax Region, comprising the provinces of Luanda and Bengo, contributed the most to this revenue, accounting for 54% of the total amount collected. Last year, the registered properties base reached 440,366, with 26% attributed to new urban centers, 7% to condominiums, and 67% to other property types.
Projections from the General State Budget (OGE) for this year estimate that revenue will reach around 122.5 billion kwanzas. Yuri Sumbi highlighted several changes introduced this year, including the electronic submission of taxable income declarations for taxpayers renting out properties and receiving rent during the 2025 fiscal year. Additionally, there is a forgiveness of 2020-2023 taxes for taxpayers who voluntarily register their properties and declare ownership in 2026.
Sumbi also mentioned the forgiveness of IP interest for 2024, contingent upon the payment of the tax and fine. There is an exemption from Property Tax on the transfer of properties valued up to 40 million kwanzas for residential purposes, and a 50% reduction in Property Tax on transfers of properties valued between 40 million and 100 million kwanzas, with rates set at 0.5% in the province of Cabinda and 1% in other regions of the country.
