Panel in Ouagadougou Defines Four Axes for Reforming Public Administration in Burkina Faso

Ouagadougou: As part of the 3rd edition of the Days of Patriotic Commitment and Citizen Participation (JEPPC), a high-level panel gathering actors from the public administration, private sector, and social partners conducted a diagnosis of the current administration in Ouagadougou. They submitted four major areas of reform for validation.

According to Burkina Information Agency, the panel proposed improvements in the legal framework, simplification of administrative procedures, strengthening of decentralization, and enhancement of user reception. Organized both in person and by videoconference, the panel was moderated by the Minister of Servants of the People, Mathias Traor©, under the theme of refounding the Burkinabe public administration to serve the Popular Progressive Revolution (RPP).

The discussions were structured around four major segments, which addressed various dimensions of administrative reform. The first segment focused on identifying dysfunctions and potential solutions. The second outlined a behavioral doctrine for public officials centered on ethics and performance. The third segment offered a forward-looking vision of the administration, inspired by the legacy of Captain Thomas Sankara. The final segment emphasized the strategic role of public-private partnerships in modernizing public services and achieving development goals.

The panel's work resulted in a thorough analysis of the state of public administration and the identification of concrete avenues for transformation. While cabinet councils are expected to review the recommendations to take appropriate action, four priority areas were immediately submitted for validation during the panel.

The moderator described this meeting as a decisive step in implementing pillar no. 2 of the national development framework, the Recovery Plan, which focuses on refounding the State and improving governance. He highlighted the persistence of issues such as heavy bureaucracy, slow processing of files, and unethical behaviors within the public administration as justification for the panel.

In response to these challenges, Burkinabe authorities, led by President of Faso, Captain Ibrahim Traor©, and Prime Minister Rimtalba Jean Emmanuel Ou©draogo, are advocating for a profound transformation of the administration. This transformation aims to be rooted in revolutionary values and oriented towards serving citizens.

Through this initiative, Burkina Faso reaffirms its commitment to building a more efficient and integrated administration focused on meeting citizens' needs, aligning with the ambitions of the Popular Progressive Revolution.
