Nkurenkuru: Head of Qualifications at the Namibia Qualifications Authority (NQA), Joseph Amunyela, has cautioned ministries against evaluating qualifications independently, emphasizing the exclusive authority of the NQA in this area as the government implements the National Policy on Qualifications Standards. According to Namibia Press Agency, Amunyela addressed a stakeholder gathering in Nkurenkuru, highlighting that qualification evaluation is exclusively the NQA's legal responsibility and should not be duplicated by any ministries or institutions. Amunyela specifically urged the Ministry of Education to refrain from conducting evaluations on behalf of the NQA. He explained that the policy, which received Cabinet approval in November 2025, aims to resolve persistent inconsistencies within the education system. Amunyela pointed out that graduates with similar qualifications from different institutions often face discrepancies due to varying standards and curriculum content. For example, he noted difference s between teachers from the University of Namibia and those from private colleges, attributing this to inconsistent educational offerings. The new policy seeks to harmonize curriculum standards across the board. Amunyela elaborated that the policy will standardize entry requirements and qualification designs throughout institutions. Addressing recent disputes over Grade 11 and Grade 12 admissions, he mentioned that many Namibians were not adequately informed about the purpose and level of the new school-leaving qualifications. He stressed that with the implementation of qualification standards, all institutions will adhere to uniform entry requirements. Institutions failing to comply will face accountability and potential loss of accreditation. Additionally, Amunyela indicated that the policy will align national qualifications with the Southern African Development Community (SADC) and broader continental and international frameworks, ensuring that Namibian graduates are comparable and can move across the re gion and beyond. Kavango West Governor, Verna Sinimbo, noted that the stakeholder engagement signifies the government's dedication to implementing policies that citizens can comprehend. She stated that this initiative reflects the government's commitment to developing, approving, and executing policies that serve their intended audience. Sinimbo added that the policy will bolster the quality and consistency of qualifications nationwide, increase confidence in the education and training system, enhance graduate employability, and maintain both national relevance and international competitiveness of qualifications awarded in Namibia.
