Rundu: The Namibia Qualifications Authority (NQA) says the newly introduced National Policy on Qualification Standards is aimed at strengthening and harmonising qualifications across the country to ensure they are credible, consistent and aligned with labour market needs. Speaking during the presentation of the policy in Rundu on Tuesday, NQA official Jeremia Ekandjo said the initiative seeks to enhance practical skills development, improve quality assurance in education and training, and support Namibia's socio-economic growth through a robust National Qualifications Framework.

According to Namibia Press Agency, Ekandjo stated that the policy is intended to ensure that qualifications awarded by education and training institutions meet national standards and are recognised both locally and internationally. He added that the policy supports regional and continental qualification frameworks, including the Southern African Development Community (SADC) harmonisation efforts and the African Continental Qualifications Framework.

The policy also promotes inclusivity by ensuring equitable access to education and lifelong learning opportunities, regardless of socio-economic background, while recognising prior learning and skills acquired outside formal education systems. Ekandjo emphasized the need to align qualifications with emerging industries such as green energy, oil and gas, innovation and technology to prepare Namibians for future labour market demands.

The policy proposes the establishment of a National Standards Setting Committee to regulate and oversee the development of qualification standards and ensure compliance by education and training providers. He explained that the implementation plan, which runs from the 2026/2027 financial year to 2030, aligns with the sixth National Development Plan (NDP6), Vision 2030 and higher education quality standards.

Ekandjo outlined the roles of key stakeholders, including the Ministry of Education, Innovation, Youth, Sport, Arts and Culture, the NQA, training institutions and professional bodies, in ensuring the successful implementation of the policy. He noted that continuous research, monitoring and evaluation would be critical to ensuring that qualifications remain relevant, meet industry demands and contribute to national development.

Kavango East Governor Hamunyera Hambyuka welcomed the NQA consultation on the National Policy on Qualification Standards, stating it is vital for strengthening Namibia's education, training and workforce development systems. Hambyuka remarked that the policy will help ensure qualifications reflect the knowledge, competencies and skills required by the economy, while providing employers, training providers and learners with confidence in the education system.
