Niger Launches National Platform for Mobile Network Monitoring

Niamey: The Minister of Public Service, Labour and Employment, Ms. Assatou Abdoulaye Tondi, representing the Prime Minister, presided over the official inauguration of the National Mobile Network Control Platform. The event took place at the headquarters of the Regulatory Authority for Electronic Communications and Postal Services (ARCEP).

According to Burkina Information Agency, the telecommunications sector is viewed as a crucial element of economic development, social inclusion, and digital transformation. The Minister emphasized that effective regulation of the sector now requires modern instruments, based on reliable and verifiable data, to ensure independent and fair governance.

The platform aims to equip Niger with technical means to oversee the electronic communications sector efficiently. Ms. Assatou Tondi underscored that this initiative aligns with the strategic vision of the country's leadership, particularly under President General Abdourahamane Tiani, who prioritizes digital sovereignty and resource management.

The platform introduces a significant change by providing ARCEP with access to real-time technical, economic, and traffic data. According to Ms. Tondi, it addresses information asymmetry between regulators and operators, promotes transparency, and enhances regulatory decision-making quality. The platform is positioned as a strategic tool for advancing the digital economy and formulating public policies.

Ms. Tondi urged ARCEP staff to manage and maintain the platform responsibly, highlighting its importance for Niger's digital sovereignty. She declared the initiative as a testament to Niger's commitment to regaining control over its digital future and strengthening state authority in strategic sectors.

Colonel Major Idrissa Chabou, Director General of ARCEP, remarked that the platform marks a decisive step in enhancing the regulation of the electronic communications sector. He noted that the platform, deployed by INFOCOM INTERNATIONAL, is based on a secure, scalable architecture and designed for continuous data collection without human intervention.

The platform includes tools for real-time data collection and advanced security measures, ensuring data integrity and confidentiality. It also features a data processing engine capable of handling large volumes of information from various network generations and a dynamic dashboard for visualizing key performance indicators.

Functionally, the platform will enable ARCEP to measure service quality, monitor traffic and revenues, detect fraudulent practices, and produce data-driven regulatory decisions. It also fosters cooperation between the Directorate General of Taxes and ARCEP to improve tax administration and optimize public revenue.

The platform is seen as a structural change in regulating and managing digital development, aligning with national sovereignty and development goals. ARCEP is committed to using the platform responsibly, in accordance with laws and regulations, for the benefit of Niger's citizens.

The Governor of the Niamey region, Major General Assoumane Abdou Harouna, conveyed greetings from the region and national authorities. The inauguration concluded with a presentation of the platform's functionalities and a tour of the traffic center.
