Windhoek: President Netumbo Nandi-Ndaitwah on Thursday called on newly appointed members of the executive to prioritize delivery and accountability, urging them to drive the full implementation of the Sixth National Development Plan (NDP6). The president announced the appointment of Charles Mubita as Minister in the Presidency, alongside seven deputy ministers drawn largely from the National Council to strengthen coordination and enhance inclusive governance. According to Namibia Press Agency, Mubita was promoted to the Cabinet after serving as Deputy Minister of Defence and Veteran Affairs since March 2025. Also appointed is Moses //Khumub as deputy minister in the Office of the Vice President, Lucia Witbooi. //Khumub is the constituency councillor for Guinas in the Oshikoto Region. Other appointees include Hambeleleni Ndjaleka as Deputy Minister of Health and Social Services, Hans Haikali for Works and Transport, and Anselm Marungu for Environment, Forestry and Tourism. Ndjaleka serves as a councillor for the !Nami?Nus Constituency in the ||Kharas Region, Haikali as Etayi constituency councillor in the Omusati Region, and Marungu as councillor for Ndonga Linena in the Kavango East Region. Also appointed are Wenzel Kavaka as Deputy Minister of Information and Communication Technology, Edward Wambo as Deputy Minister of Home Affairs, Immigration, Safety and Security, and Theresia Brandt as Deputy Minister of Justice and Labour Relations. Kavaka is the councillor for Otjombinde Constituency in the Omaheke Region, while Wambo is the councillor for Rehoboth Constituency in the Hardap Region, and Brandt serves as Daures Constituency councillor in the Erongo Region. 'I call upon you, as leaders entrusted to serve public office, to join the ongoing drive towards the full implementation of the Sixth National Development Plan across its four pillars,' she said during the announcement at State House. The Head of State also underscored that the appointments were largely drawn from the National Council to enhance inclusi vity and bring regional expertise into the Executive. Meanwhile, Swapo Party spokesperson Hilma Nicanor has been appointed as advisor to the Minister of Defence and Veteran Affairs, Frans Kapofi. She previously served as deputy minister in the same ministry. Nandi-Ndaitwah said the Eighth Administration has been given a clear mandate to deliver measurable progress in key areas, including infrastructure development, healthcare, safety and security, job creation, and access to public services. She added that the appointments are aimed at strengthening the executive arm of government and improving coordination to ensure that public programmes translate into tangible improvements in the lives of Namibians. 'This occasion is not merely the fulfilment of a constitutional obligation. It is a reaffirmation of our collective duty to serve the people of Namibia with diligence, integrity, discipline, and unwavering patriotism,' she said.
