Namentenga High Commission Initiates Review of Boulsa Municipal Development Plan

Namentenga: The representative of the High Commissioner, the Secretary General (SG) of the province of Namentenga, Bassouleymane Ouattara launched on Wednesday, April 16, 2025, the work of the ad hoc commission in charge of reviewing the communal development plan (PDC) of the commune of Boulsa. “Reviewing a Communal Development Plan (PDC) is complex. To achieve this, I wish you courage and diligence so that we have a document that reflects the real and realistic ambitions of the population,” Bassouleymane Ouattara, Secretary General of Namentenga province, told members of the ad hoc committee.

According to Burkina Information Agency, the meeting brought together the president of the special communal delegation (PDS) of Boulsa, Issaka Sangla, representatives of the Country Director of the NGO Oxfam of Burkina, the Regional Directorate of Economy and Planning of the Centre-North (DREP/CN), the research office, Djidjima Sanou and the financial partner Simon Ou©draogo. The ad hoc commission is composed of 32 members including customary and traditional religious authorities, civil society organizations, technical services and the special delegation.

Its mission will be to assess the potential of each administrative entity, villages and sectors of Boulsa and to identify the challenges to be addressed in order to have a municipal framework available to the municipality’s development partners. “The last PDC expired on December 31, 2024,” noted the PDS Sangla.

This review of the PDC benefited from the financial support of the NGO Oxfam Burkina, technical support from the DREP/CN and the research office. “The results of its review and adoption are expected in three months,” reassured Djidjima Sanou.

The representative of the High Commissioner, the Secretary General of the Namentenga province, Bassouleymane Ouattara thanked the NGO Oxfam for its support. Mr. Ouattara also encouraged the members of the ad hoc committee for their diligence in their work. “Developing a framework that effectively reflects the real and achievable ambitions of the population is complex,” continued the Secretary General of Namentenga province.
