Ouagadougou: The special municipal delegation of Douroula assesses the humanitarian situation and the finances of the municipality: The special delegation of the Douroula municipality held its second ordinary session of 2026 on Monday, June 29, 2026, under the chairmanship of the President of the Special Delegation (PDS), Maxime Y. Bakouan. Discussions focused on the situation of returnees and internally displaced persons, as well as the mobilization of the municipality's financial resources.
According to Burkina Information Agency, the proceedings began with a minute of silence observed in memory of the recently deceased chief of the Douroula canton. After adopting the minutes of the previous session, the participants reviewed several reports concerning the life of the commune. Presenting the humanitarian situation, the head of the municipal service in charge of family and solidarity, Mamadou Djir©, indicated that the 8 villages of the municipality have seen a gradual return of their populations since April 2024. As of June 21, 2026, Douroula had recorded 1,341 returned households, representing 7,116 people.
The localities concerned include Douroula, Kankono, Koussiri, Tora, Kassakongo, Souma, and Sa, while the census of the populations of Noraotenga continues. Comrade Djir© also reported that the commune is hosting 677 households of internally displaced persons, or 3,638 people originating from the communes of Y©, Gassan, Kassoum, and Lanfi¨ra. He welcomed the support of humanitarian and institutional partners, including ASMAD, IEDA, ENABEL, Save the Children, DRC, CONASUR, and the decentralized state services, which have been providing assistance in the form of food, dignity kits, essential household items, and agricultural equipment since 2024.
On the financial side, the President of the special delegation (PDS) of the municipality of Douroula, Maxime Y. Bakouan, presented a comparative analysis of municipal revenues between 2025 and 2026. This communication revealed a low mobilization of own non-tax revenues during the current financial year. To reverse this trend, the members of the special delegation recommended better utilization of communal assets, including the town hall tricycle, the rental of communal chairs, the collection of market stall fees, and taxes related to aggregate extraction. The secretary general of the municipality, Moussa Ouattara, called on the stakeholders to rigorously manage resources in order to strengthen the financial capacities of the municipality.
The councilors also unanimously adopted a resolution appointing a tax collector for the municipal market. Among other things, participants were informed of the continuation of support actions for returning populations, with the announcement of an upcoming visit by the Minister in charge of Solidarity accompanied by significant donations. Education officials also presented the municipality's academic results, marked by a 100% success rate in the CEP and 39.29% in the BEPC. The discussions also provided an opportunity to review the agricultural campaign, including the development of the communal rice-growing lowland and the distribution of inputs to returning populations. At the end of the proceedings, the chairman of the special delegation thanked the participants for their contributions to the smooth running of the session.
