Luanda: More than 16 million citizens are set to be included in the upcoming process of updating the unofficial electoral register and proof of life, as announced by the Minister of Territorial Administration, Daniel F©lix Neto, in Luanda. The operation is scheduled to take place from June 15 of this year until March 31, 2027, with the aim of updating the database of citizens of legal voting age.
According to Angola Press News Agency, during the public launch of the operation, it was revealed that the Ministry of Territorial Administration plans to implement 634 Single Public Service Counters (BUAP) across the country in a phased manner. Initially, 254 service points will be activated covering 21 provinces, with Luanda starting its process in all municipalities, while the remaining provinces will begin in three municipalities each.
In this first phase, 1,265 trained brigade members will be mobilized, with the second phase of training currently ongoing. Starting in July, an additional 380 service points will become operational, totaling 634 BUAPs. More than 10,000 brigade members will be recruited and hired to support the operation and facilitate citizens' access to the proof-of-life process.
Daniel F©lix Neto emphasized that the operation will not involve issuing new voter cards. Citizens with existing documents can use them to confirm their data, and Identity Cards will also be accepted. Once information is consolidated, the database will be sent to the National Electoral Commission (CNE) for mapping polling stations and preparing the electoral registers.
It was also highlighted that citizens who fail to complete the proof-of-life process within the stipulated timeframe may be excluded from the electoral registers, preventing them from voting in the 2027 general elections. Authorities have urged media outlets to intensify their campaign efforts to ensure all eligible citizens are informed.
