Mombasa Women’s Network Frees Petty Offenders with Payment of Fines

MOMBASA — The Mombasa Women Empowerment Network (MWEN) has facilitated the release of 20 petty offenders from Mombasa Remand Prison by paying fines totaling Sh160,000, offering a fresh start to those detained for minor infractions.

According to Kenya News Agency, the chairperson of MWEN, the initiative is part of a broader effort to address economic and mental health issues among the community. “Today we have started to release our children who were put behind bars for petty offences. They have families and are grappling with economic challenges. We have decided to pay for their fines and solve their pressing problems because most of them lack job licenses due to low income,” Abdalla explained during the release at the Mombasa Remand Prison.

The beneficiaries, arrested for various petty offences and unable to afford the fines imposed, expressed profound relief and gratitude. MWEN’s action reflects a shift in their ongoing efforts, traditionally focused on mental health, towards supporting economically disadvantaged youth involved in minor legal issues. The network also plans to provide financial assistance for acquiring necessary job licenses, such as those required for motorbike taxi operators.

Amina highlighted the cyclical relationship between economic hardship, incarceration for petty crimes, and mental health issues, noting the broader social impacts of imprisonment on families and communities. The initiative also aims to reduce overcrowding in prisons by settling fines for non-violent, minor offences and working in cooperation with government agencies.

Cyrus Omaseti and Majivuno Mwasambu, two of the released individuals, shared personal stories of how minor legal issues had significantly disrupted their lives and the lives of their families. Omaseti, arrested for not having a motorcycle helmet, insurance, and a driving license, and Mwasambu, a bus conductor fined for lacking a public service vehicle (PSV) badge, both underscored the challenges of meeting legal requirements on a limited income.

The MWEN plans to extend its support to rehabilitation for those with alcohol and drug dependencies, distinguishing between individuals jailed for petty offences and those involved in criminal activities. This targeted support aims to prevent repeat offences and facilitate reintegration into society.
