Mobilization of National Public Resources is Key to Sovereignty, Says Angola’s Finance Minister

Seville: Angola's Finance Minister, Vera Daves, emphasized in Seville, Spain, that the mobilization of national public resources transcends its technical dimensions, serving as a tangible expression of sovereignty, intergenerational justice, and transformative ambition. Her remarks were made during a roundtable discussion on 'Mobilization and alignment of domestic public resources' at the 4th International Conference on Financing for Development (FFD4), organized by the United Nations.

According to Angola Press News Agency, Minister Daves reaffirmed Angola's commitment to the Seville Commitment, a framework aimed at enhancing the fiscal and financial systems of developing nations. She underscored the necessity of establishing a global fiscal architecture that acknowledges the unique circumstances of developing countries. The minister highlighted that mobilizing public resources effectively, along with aligning fiscal policies, is vital for transforming economies in the Global South and integrating them into global value chains.

Throughout the conference, leaders from governments, regional and international organizations, financial institutions, businesses, civil society, and the United Nations system are expected to strengthen their commitment to international cooperation. Minister Daves expressed Angola's intention to forge strong partnerships with multilateral and bilateral institutions, train civil servants as reform implementers, and communicate transparently to engage citizens in this transformative process.

Minister Daves revealed Angola's efforts to enhance its tax system following international standards, in line with the Seville Commitment. She emphasized the importance of building resilient local economies supported by robust financial systems for developing countries to fully participate in the global value chain. She also highlighted the role of strong public development banks in mobilizing national talent, unlocking opportunities, and attracting foreign direct investment.

On the topic of international tax cooperation, Daves expressed Angola's support for establishing a United Nations Framework Convention on International Tax Cooperation. This initiative aims to create a more inclusive and equitable system, ensuring that African countries have fair representation and a voice. She commended the United Nations Economic and Social Council (ECOSC) for organizing a special meeting focused on financial integrity.
