Minister of Public Administration and Political Affairs Participates in the Sub-Regional Forum on Public Administration and Governance

Dakar: Sierra Leone's Minister of Public Administration and Political Affairs, Hon. Amara Kallon, joined regional counterparts in Dakar for a high-level forum addressing public administration reform across West Africa. The two-day gathering, held on March 27 and 28, 2026, convened civil service leaders to confront institutional challenges and explore pathways toward more effective governance.

According to Sierra Leone News Agency, the forum was organized by the Association of Civil Administrators of Senegal (Amicale des Administrateurs Civils du S©n©gal) and directly advances His Excellency President Julius Maada Bio's flagship 'Revamping Public Service Architecture' initiative, one of five transformative national priorities. Discussions centered on strengthening human capital through strategic human resource management, emphasizing well-trained personnel and motivated workforces capable of sustaining efficient civil services within stable social climates.

Panel presentations and subsequent deliberations yielded a consolidated set of best practices designed to accelerate administrative modernization. Delegates focused on elevating institutional performance, deepening citizen engagement, and enhancing the overall quality of public service delivery.

During plenary sessions, Minister Kallon outlined Sierra Leone's ongoing reforms, positioning them within a broader vision to modernize public service architecture while reinforcing governance structures essential for sustainable development.

Participating civil administrators concluded the forum with a shared commitment to advancing administrative performance, transparency in public affairs, and good governance. A consensus emerged around leveraging new information and communication technologies, specifically dematerialization, digitalization, and electronic procedures, to dismantle bureaucratic rigidity, overcome inertia, and streamline routine processes.

A restricted working group was established, co-chaired by the presidents of the civil administrators' associations from Senegal and Sierra Leone. Inclusive of representatives from participating nations, the group is tasked with drafting relevant legislative frameworks, organizing preparatory international meetings, proposing themes for the next forum, and coordinating with stakeholders to determine the venue and date of the upcoming gathering.
