Luanda: The analysis of international models and the deepening of financial sustainability dominated the second meeting of the Electricity Sector Reform Committee held Tuesday, in Luanda, which was chaired by the minister of Energy and Water, Joo Baptista Borges.
According to Angola Press News Agency, the objective of this comparative analysis is to identify key success factors, such as the clarification of institutional functions, the strengthening of regulation, and the creation of conditions favorable to public and private investment. The meeting, which is part of the national electricity system modernization process, reviewed the results of an 'international benchmark' that included the experiences of Brazil, Mozambique, Kenya, South Africa, Namibia, and Portugal.
Among the models analyzed, the Brazilian experience stood out for the coexistence between public participation and market dynamics, as did that of Kenya, for the strong presence of independent power producers. The Committee analyzed contributions from public and private entities, operators, and the regulator, all converging on the need to increase operational efficiency, reduce technical and commercial losses, and improve the quality of service provided to citizens.
The reflection also addressed structural challenges such as expanding electricity coverage in the country, modernizing infrastructure, and consolidating a results-oriented institutional model. The relevance of the new Electricity Law was also highlighted, considered a structuring instrument to guarantee greater transparency, predictability, and attractiveness for investment in the sector.
The Committee reaffirmed that the ongoing reform aims not only at institutional reorganization but also at consolidating a robust technical sector capable of supporting industrialization and improving the living conditions of the population. As subsequent steps, the Ministry of Energy and Water foresees continued technical analysis of the options under review and validation of the recommendations for higher-level decision-making, within a framework of responsibility and public interest.
