Low Turnout at Special Voting in Kavango West Constituencies

Kavango west: The special voting for the 2025 elections, which took place nationwide on Monday, recorded low turnout across several Kavango West constituencies, with the Electoral Commission of Namibia (ECN) reporting significantly fewer voters than expected.

According to Namibia Press Agency, in the Nkurenkuru Constituency, ECN returning officer Pankratius Kawana said 61 people had voted by 19h00 on Monday, combining 33 votes for the regional council and 31 for the local authority elections. The last voter cast their ballot at 19h24. "The process went well. We did not experience any challenges. Everything was okay," Kawana said, adding that sealed ballot boxes would be stored at the police station until counting begins on 26 November.

Mpungu Constituency saw an even lower turnout, with returning officer Fanuel Kapapero reporting only two voters by mid-morning despite expecting 45 special voters. "People started voting around 09h00," Kapapero said. He highlighted administrative challenges, explaining that some voters' Form 25 documents were registered in other constituencies, requiring verification before allowing them to vote.

Musese Constituency experienced similar issues, with returning officer Martin Pessa reporting only three votes cast in the morning, mainly by police officers. "The process started well, but there were no people who were supposed to vote initially," Pessa said. He noted confusion over voter lists, stating some documents were meant for deployment rather than voting purposes.

Tondoro Constituency recorded six votes out of 55 expected, according to returning officer Sunday Kafuro, who confirmed the polling station operated from opening until the 19h00 closure. Ncuncuni Constituency saw the lowest turnout, with returning officer Michael Mukanda reporting only three votes cast.

A police officer who was the last person to cast his vote in the Nkurenkuru Constituency around 19h45, described the process as "fine, perfect, and fast." "I came here around 18h45 and finished everything fast. The process was just super fine," he said.

Kavango West has 49,952 registered voters prepared to cast ballots on 26 November, representing 84 percent of registered voters from 59,534 eligible voters.
