KwaZulu-Natal, South Africa - At the Khethani Community Hall in the uThukela District Municipality, KwaZulu-Natal (KZN), members of the public shared varied opinions on the Electricity Regulations Amendment (ERA) Bill during a public hearing hosted by the Portfolio Committee on Mineral Resources and Energy.
According to Parliament of South Africa, opinions on the ERA Bill were polarized. Some supported the Bill, believing it would address their electricity issues, while others feared that the unbundling of Eskom could lead to the privatisation of what they consider a public resource. Proponents of the Bill argued that it would introduce competition in the electricity market and increase generation capacity, advocating for local municipalities to have the authority to produce their own energy under the Department's supervision.
Farm residents, in particular, sought provisions in the Bill for direct access to electricity, as they currently rely on farm owners for their electricity needs. They expressed hope that the Bill would improve their situation.
Opponents of the Bill were concerned about the potential consequences of unbundling Eskom. They questioned whether sufficient research had been conducted on the implications of such a move and warned of the risks of diminished accountability if different functions are separated. They attributed Eskom’s challenges to poor management, regulation, and control, rather than the consolidation of operations under one roof.
Mr. Sahlulele Luzipo, the Chairperson of the Portfolio Committee, acknowledged the community's contributions and assured them that their views would be considered in finalizing the Bill. He encouraged those interested to submit written inputs by 30 November 2023 and emphasized the importance of public participation in the legislative process.
