King Mohammed VI of Morocco Addresses Global Climate Action Summit at COP28 in Dubai

Ouagadougou, December 3, 2023 (AIB) – His Majesty King Mohammed VI of Morocco delivered a speech at the Global Summit on Climate Action, held in conjunction with the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Dubai. The speech was reported by sources from the Royal Cabinet.

According to Burkina Information Agency, the full text of the Royal Speech released by the Cabinet, King Mohammed VI expressed gratitude to Sheikh Mohammed Bin Zayed Al Nahyan and the United Arab Emirates for hosting the event and their commitment to its success. He noted that while there is a global dynamic around climate issues, adaptation efforts remain fragmented and uneven, particularly in vulnerable regions.

The King emphasized the need for a more tailored approach to climate crisis management, focusing on sustainable qualitative growth and humanistic values. He criticized the “small steps” approach of previous COPs, calling for a shift towards more pragmatic, ambitious, and visionary methods. He proposed a “Pact for Action,” advocating for concrete actions to achieve ambitious objectives in climate action.

King Mohammed VI highlighted Morocco’s proactive role in climate commitment, referencing the country’s increased Determined National Contribution in 2021, its New Development Model designed for sustainability, and its National Sustainable Development Strategy. He pointed to Morocco’s investments in renewable energy, green hydrogen sectors, and its efforts in regional integration as examples of its action-oriented approach.

The speech also addressed the disproportionate impact of climate change on Africa, noting the continent’s minimal share of annual climate finance flows compared to its needs. The King called for reforms in multilateralism and development financing, reaffirming Morocco’s commitment to African climate initiatives and regional projects for adaptation and sustainability.

The King urged for specific attention and support for middle-income countries, including Morocco, in their climate action efforts. He argued that these countries should not be penalized for their progress and should receive more resources to further their development.
