Integrated Social Action Center Inaugurated in Cubal to Aid Vulnerable Populations

Cubal: The municipality of Cubal in Benguela province has inaugurated an Integrated Social Action Center (CASI), a project valued at 41 million, 628 thousand and 146 kwanzas, as part of the Social Protection Strengthening Program ‘Kwenda’.

According to Angola Press News Agency, the infrastructure was rehabilitated and equipped by the Social Support Fund (FAS) with financing from the World Bank. The center includes offices for coordinators and technicians, a meeting room, a pantry, restrooms for employees and users, furniture, and a power generator. C¡tia Cachuco, Benguela’s vice-governor for social, political, and economic affairs, emphasized the center’s role as a place of hope and a hub for constructing dignity.

Cachuco highlighted that the center would engage in various support initiatives, including psychological, legal, social, and community services aimed at assisting children, youth, women, and families in vulnerable situations. “CASI is the result of the Executive’s vision, aligned with public policies that place people at the center of development, strengthening the social safety net and inclusion,” she elaborated.

Operations at the center will be conducted by multidisciplinary teams tasked with handling issues such as obtaining identity documents, family reunification, conflict mediation, and promoting sustainable solutions for residents.

Jasmim Ndatimana, Provincial Director of the Local Development Institute (FAS), stressed the significance of CASI as the first center of its kind in Cubal, designed to fortify the community support network and provide essential services like birth registration, issuing of ID cards, and referrals for cases of domestic, gender-based, and paternity violence. She also mentioned that the institution will serve as a gateway for registering complaints related to the Kwenda program.

Antonio Andrade, Cubal’s acting municipal administrator, described CASI as “a space of opportunity, solidarity, and inclusion,” where children can find support, young people can receive guidance, and families can enjoy enhanced security. A local community representative expressed gratitude for this investment, assuring that residents are committed to preserving the center.

Additionally, the new social facility will host cultural, sports, and educational activities, reflecting the Executive’s dedication to fostering a more just, humane, and supportive municipality.
