Luanda: Twenty-seven hotels, initially part of the IU and IKA network, have officially become the property of the Institute for Tourism Development (INFOTUR) and the Institute for the Management of State Assets and Participations (IGAPE), as stipulated by Presidential Order No. 99/25, dated March 31, 2025.
According to Angola Press News Agency, out of the 27 properties, 12 hotels belonging to the IU, IKA, and BINA networks have been transferred to INFOTUR. The remaining 15 hotel units from the same network have been assigned to IGAPE. This transfer is intended to facilitate partnerships with both public and private entities, aiming to complete ongoing works, explore potential conversion opportunities, and market or assign these assets effectively.
The properties involved in this significant transition include IKA hotels located in Caxito (Bengo), Luena (Moxico), Malanje, Mbanza Kongo (Zaire), Ndalatando (Cuanza-Norte), Ondjiva (Cunene), Soyo (Zaire), and Uge. Additionally, the IU hotel units in Lobito (Towers A, B, and C), Malanje (Tower A), and Santa Clara (Towers A, B, and C) are part of this transfer.
A separate Presidential Order, numbered 98/25 and also issued on March 31, authorizes the privatization of eight IU hotel units through a Limited Tender Procedure by Prior Qualification. This involves the Assignment of the Right to Exploit, Manage, and Dispose of Assets. The Minister of Finance has been delegated authority to oversee the decision-making acts and approve the guardianship involved in this process, with the power to further sub-delegate responsibilities.
The Minister is tasked with ensuring the validity and legality of all actions under this procedure, defining suitable privatization methods for each asset, initiating the procedure, forming the negotiation committee, approving procedural documents, and awarding proposals, including the conclusion and signing of contracts.
This new order revokes Presidential Order No. 19/24 from January 11, while preserving the effects generated during its enforcement period. The IKA hotels in Lubango and Talatona, as well as the IU hotels in Cacuaco, Cuito, Huambo, Luena, M’Banza Kongo, N’Dalatando, Sumbe (Towers A), and Viana (Towers A, B, and C) are included in this order.
The document emphasizes that the transfer process must protect existing jobs, stemming from a strategic need to redefine the exploitation approach for these assets to align with current sector policies.
