Government Implements Sugar Act 2024 to Restructure Industry.

Nairobi: The government has operationalized the Sugar Act 2024, which was assented to by President William Ruto on November 1, 2024, and is set to commence on November 21, 2024. This Act marks a significant legislative step aimed at developing, regulating, and promoting the sugar industry in the country.

According to Kenya News Agency, Agriculture and Livestock Development Cabinet Secretary Dr. Andrew Karanja announced the establishment of the Kenya Sugar Board and the Kenya Sugar Research and Training Institute under the new Act. Dr. Karanja has appointed Acting Chief Executive Officers for both institutions, highlighting a shift in the management and regulation of the sugar industry from the Agriculture and Food Authority (AFA) to the newly formed Kenya Sugar Board.

Dr. Karanja further explained that the Kenya Sugar Research and Training Institute would take over the sugar research functions that were previously managed by the Kenya Agricultural and Livestock Research Organization (KARLO). This transition
aims to enhance research capabilities and support the industry’s growth.

Additionally, the Act stipulates that staff members who were part of the former Kenya Sugar Board before the AFA Act 2013 will transition to become members of the new Board. This includes those currently serving the Agriculture and Food Authority and the AFA Sugar Directorate.

The Act also provides for the representation of growers, and both private and public-owned sugar mills in the Kenya Sugar Board. The Ministry, in collaboration with County Governments and other stakeholders, is tasked with developing procedures for the election of these representatives. Dr. Karanja has constituted a Transition Committee to ensure the smooth implementation of the Act.
