Government Advances Creative Economy Bill, 2025 for Youth Empowerment

Kwale county: The National Government is advancing efforts to regulate the creative economy sector with the introduction of a new policy designed to ensure that young talent can fully benefit from their skills and innovations. The initiative aims to offer structured support and protection to content creators, artists, and performers.

According to Kenya News Agency, the Principal Secretary of the State Department for Youth Affairs and Creative Economy, Fikirini Jacobs, announced that the policy is being developed through the Creative Economy Bill, 2025. This bill has already been submitted to Parliament for consideration. Jacobs emphasized that the legislation will establish clear guidelines for the sector, creating opportunities for the youth to earn sustainable incomes, particularly through online content production.

Jacobs highlighted that the creative economy has become a significant employment source for young people. The government's commitment is to foster innovation, talent development, and digital entrepreneurship. Jacobs articulated the goal as creating an environment where creativity is acknowledged as a legitimate income and employment source for the youth.

Jacobs spoke during the second phase of the Mr. and Mrs. Samba Youth Beauty Pageant, an event organized by the Samba Sports Youth Trust aimed at promoting talent development among young individuals. The Executive Director of the organization, Ali Mwachausa, stated that participants in the competition have received training in talent development, personal branding, and livelihood strategies to transform their skills into viable economic activities.

Mwachausa elaborated that the program extends beyond a beauty pageant, offering training to the youth on how to package their talents, build confidence, and identify opportunities within the creative economy. The initiative aims to empower young people by exposing them to creative and entrepreneurial opportunities and nurturing discipline, confidence, and self-reliance.

The event, which gathered youth, community leaders, and government officials, underscored the growing collaboration between the government and grassroots organizations in promoting the creative economy as a pathway to employment and economic empowerment.
