Finance Ministry Pledges Stricter Oversight of Bidding Processes

Luanda: The director-general of the National Public Procurement Service (SNCP), Osvaldo Tom© Ngoloimwe, announced that the Ministry of Finance (Minfin) in Angola will implement stricter oversight of public procurement activities. This move aims to ensure compliance with the law and may involve blocking budget allocations to units that violate regulations.

According to Angola Press News Agency, Tom© Ngoloimwe made these remarks during a methodological meeting focused on bidding, which was attended by institutional managers, municipal administration technicians, and sector specialists. He emphasized the need for greater accountability among Budgetary Units, noting that misconceptions persist about the nature of the bidding process, which is often mistakenly viewed as merely the formalities of signing contracts and issuing invoices.

The SNCP head highlighted that bidding, as a critical tool for public expenditure, has undergone various modifications that require bolstered control mechanisms. These changes are essential to ensure that public funds are utilized efficiently and in the public's interest.

Since 2024, the SNCP has been actively evaluating incomplete projects and companies, identifying 53 defaulting contractors under the Integrated Local Development and Poverty Reduction Plan. These contractors are now barred from engaging in state contracts, a measure aimed at enhancing accountability.

Furthermore, Tom© Ngoloimwe announced that from February 22 to March 25 of this year, specialized brigades will be dispatched to all 21 provinces in the country. These brigades will conduct training sessions for local technicians on public procurement practices, with the objective of fostering efficiency and transparency in the management of public affairs.
