Finance Ministry Decentralizes Public Procurement Service to Improve Performance

Luanda: The Ministry of Finance has said it aims to improve the inspection and supervision of public contracting entities through institutional decentralization and the establishment of regional offices for the National Public Procurement Service (SNCP).

According to Angola Press News Agency, the statement was made on Monday by the regional coordinator of the agency in the east of the country, CSndido Katerça, at a meeting to present the agency’s regional representation to members of the Lunda-Norte government. Katerça emphasized that decentralization will accelerate assistance to public contracting entities in conducting procurement processes.

‘With the decentralization of services, which were previously concentrated in Luanda, we will be more dynamic in issuing opinions and memoranda, and we will be closer to public contracting entities to assist in the preparation of the instruments required to comply with the Public Contracts Law,’ Katerça stated.

He further clarified that, in the first phase, the re
gional body will prioritize education and training of public entities before transitioning to the inspection component. The SNCP in Angola, overseen by the Ministry of Finance, is tasked with inspecting and supervising the public procurement market, as well as supporting the government in defining and implementing related policies and procedures.

The SNCP monitors and ensures the compliance of public procurement processes with current legislation, promoting the dissemination of information and the adoption of practices that increase transparency and efficiency in procurement processes.
