Finance Ministry Calls for Increased Rigor in 2026 State Budget Execution

Luanda: The Secretary of State for the Budget, Juciene de Sousa, reaffirmed on Wednesday the need for increased rigor in the management of public resources to ensure greater efficiency and transparency in the execution of the General State Budget (OGE) for the 2026 fiscal year. Speaking at the opening of the seminar on the Rules for the Execution of the OGE/2026, the official stressed that budget execution represents the crucial moment in which strategic planning is converted into tangible services and investments for the population.

According to Angola Press News Agency, Juciene de Sousa emphasized the importance of budget execution as the phase where the budget comes to life. She highlighted the necessity for managers of different budgetary units to communicate effectively to ensure the sustainability of public finances. The Secretary of State believes that the meeting's objective is to harmonize the interpretation of current rules and to prevent technical errors that have been observed in previous fiscal years.

Juciene de Sousa insisted on the importance of adhering to the guidelines to strengthen the credibility of state institutions. She pointed out that the 2026 State Budget focuses on transparency and systemic coordination among different bodies, aiming to ensure that every monetary unit included in the budget effectively serves its social and economic purpose.

The seminar on the 2026 State Budget Implementation Rules is structured in panels covering the main national directorates of the Ministry of Finance. Key topics include "State Budget: Analysis of the general rules and the main regulatory changes for 2026," "Public Investment: Guidelines on the implementation of the Public Investment Program (PIP)," and "Debt Management: Framework and limits of public debt for the current cycle." Additionally, the seminar addresses "Public Procurement: Guidelines for the acquisition of goods and services" and "State Assets: Rules relating to the management and inventory of public assets."
