Electricity Reform Committee Advocates for Increased Operational Efficiency

Luanda: Members of the Electricity Sector Reform Committee defended on Tuesday (7), in Luanda, the need to increase operational efficiency and reduce technical and commercial losses.

According to Angola Press News Agency, this position was expressed during the 2nd Committee meeting, chaired by the minister of Energy and Water, Joo Baptista Borges.

Throughout the meeting, an analysis was made of the contributions of public and private entities, operators and the regulator, with the Committee members also advocating for improvements in the quality of service provided to citizens. The meeting was dominated by the analysis of international models and the deepening of financial sustainability.

Included in the process of modernizing the national electricity system, it allowed for the assessment of the results of an 'international benchmark' that included the experiences of Brazil, Mozambique, Kenya, South Africa, Namibia, and Portugal. The main goal of this comparative analysis was to identify key success factors, such as the clarification of institutional functions, the strengthening of regulation, and the creation of favorable conditions for public and private investment.

Among the models studied, the Brazilian experience stood out for the coexistence between public participation and market dynamics, and that of Kenya, for the strong presence of independent energy producers. The reflection also allowed for addressing structural challenges such as the expansion of electricity coverage in the country, the modernization of infrastructure, and the consolidation of a results-oriented institutional model.

The relevance of the new Electricity Law was also highlighted, considered a structuring instrument to guarantee greater transparency, predictability, and attractiveness for investment in the sector. The Committee reaffirmed that the ongoing reform aims not only at institutional reorganization but also at consolidating a technically robust sector capable of supporting industrialization and improving the population's living conditions.

As subsequent steps, the Ministry of Energy and Water plans to continue the technical analysis of the options under consideration and the validation of recommendations for a higher-level decision, within a framework of responsibility and public interest.
