SIAYA: Delayed disbursement of funds from the National Treasury is adversely affecting employee morale in counties, according to Siaya Governor James Orengo.
According to Kenya News Agency, Governor Orengo expressed concerns that the funding delays, often stretching up to three months, are hindering counties from timely payment of salaries and emoluments to their staff. Speaking at the county headquarters in Siaya town, Orengo emphasized the impact of these delays alongside County Secretary Joseph Ogutu and former government spokesman Colonel (Rtd) Cyrus Oguna. He also announced that Kenya’s Gor Mahia football club will face Tanzania’s Yanga FC at the opening of the new Siaya Stadium early next year.
Governor Orengo commended the achievements of Siaya county teams in recent competitions and addressed the issue of pending allowances for county workers. He noted the importance of timely payments, stating, “Nobody works for nothing,” and highlighted the unfairness of employees representing the county without f
inancial support, only to face prolonged waits for their dues.
The governor mentioned that the Council of Governors has engaged with the national government regarding the delays, which also affect remittance of salary-related statutory deductions. Additionally, Orengo stated that his administration is working with the County Public Service Board to tackle the issue of delayed promotions, which have historically gone unaddressed, resulting in diminished employee motivation.
Orengo announced a schedule of sports and cultural events planned from December into the new year, urging teams to prepare for the activities.
