China’s Top Legislature Convenes to Review Key Legislative Revisions and New Bills


Beijing – China’s leading legislative body, the National People’s Congress (NPC) Standing Committee, commenced a routine session on Tuesday to evaluate several critical bills, including revisions to national defense education and updates to the Statistics Law, signaling a comprehensive update to key legislative areas.



According to Namibia Press Agency, Zhao Leji, chairman of the 14th NPC Standing Committee, led the first plenary session of the committee’s 11th gathering. During the session, lawmakers reviewed proposed changes to the National Defense Education Law, which notably emphasizes the integration of military service education into the national defense curriculum on campuses.



The session also addressed a draft amendment to the Statistics Law aimed at enhancing the use of modern information technologies in statistical operations. Additionally, revisions to the Law on the Prevention and Control of Infectious Diseases were deliberated, focusing on improving the monitoring, reporting, and early warning systems for infectious diseases.



Further legislative actions included discussions on a new draft energy law, which advocates for the advancement of a green and low-carbon energy transition. The committee also considered revisions to the Anti-Money Laundering Law, aiming to intensify the monitoring of emerging money laundering risks.



Among other legislative items, the NPC reviewed drafts for public health emergency response law, national park law, and amendments to the Supervision Law. These discussions reflect China’s ongoing efforts to tighten regulatory frameworks across various sectors.



In a significant move, the meeting also tackled a draft decision to confer national medals and honorary titles in conjunction with the 75th anniversary of the founding of the People’s Republic of China, alongside a draft decision to progressively increase the statutory retirement age and the ratification of several international treaties.



Lawmakers assessed a report on the execution of the national economic and social development plan for the current year, noting satisfactory progress in the country’s high-quality development objectives. The report highlighted the continuous growth of the Chinese economy and overall national strength.



Additionally, the session reviewed fiscal operations and government debt management, with the NPC Standing Committee examining the State Council’s report on government debt management for the first time under the newly established reporting system. The committee also looked at reports focusing on the improvement of childcare and elderly care services, and the enforcement of the Agriculture Law, alongside reviewing several personnel-related bills.
