According to Namibia Press Agency, the white paper underscores China's commitment to maintaining strict supervision over fentanyl-related substances. The document outlines the country's efforts to prevent the abuse of these substances and to combat their smuggling, manufacturing, and trafficking. It emphasizes China's achievements in regulating fentanyl and related precursor chemicals, noting that these efforts have yielded significant results.

The white paper also highlights China's dedication to international cooperation in drug control. It details the country's engagement in dialogue, joint investigations, and knowledge sharing with other nations, including the United States, to address issues related to fentanyl and its precursors.
