BEIJING: China’s Ministry of Commerce (MOC) on Tuesday announced new measures to tighten control over the export of dual-use items to the United States. This move is part of China’s efforts to safeguard national security and interests while fulfilling non-proliferation and other international obligations.

According to Namibia Press Agency, the MOC’s statement outlined that the export of dual-use items to U.S. military users or for military purposes is strictly prohibited. Additionally, items related to gallium, germanium, antimony, and superhard materials are generally not permitted for export to the United States. The statement also highlighted stricter examinations on end-users and end-use purposes for exports of graphite to the U.S.

The new regulations take effect immediately from the date of publication. The MOC emphasized that any organization or individual found transferring or providing relevant dual-use items from China to the U.S., in violation of these provisions, will face legal consequences.

Du
al-use items are defined as goods, technologies, and services that can be used for both civilian and military applications. These items are particularly relevant in the development, production, or use of weapons of mass destruction and their delivery mechanisms.
