Burkina: The Ministry of Public Service reflects on the rational use of ICT

Ouagadougou, March 14, 2023 (AIB)- The Ministry in charge of the Public Service began Tuesday in Ouagadougou, its first Board of Directors of the Ministerial Sector (CASEM) of the year 2023, in order to reflect on the rational use of Information and communication technologies (ICT) in a context of security crisis in the country.

According to the head of the department in charge of the Civil Service, Bassolma Bazié, faced with the difficulties encountered in the modernization of the administration, his ministry must reflect on the appropriate strategies to make better use of Information Technologies and communication (ICT).

Mr. Bazié noted that since the adoption of the ten-year strategic plan for the modernization of the administration (PSDMA) in 2011-2020, new applications or electronic platforms are encountering operationalization or application problems.

He was speaking on Tuesday in Ouagadougou, at the opening of the work of the first Board of Directors of the ministerial sector (CASEM) of the year 2023 of his ministry under the theme: “The public service facing the challenges of digital technology: assessment and outlook”.

According to the Minister of Public Service and Minister of State, these applications concerned are, among others, the Automated Labor Inspection System (SITA), the System for Online Access to Administrative and Salary Information (ALIAS) , the system for accessing staff digitized personal files (SADINA).

Bassolma Bazié clarified that the registration system for processing complaints and suggestions from ministry users and the electronic correction system for competitions also encounter operational difficulties.

“The importance of digitization in the performance of public administration led the Burkinabè government to adopt in 2018 by decree, the list of administrative procedures to put online, simplify, automate and dematerialize”, he said. he argued.

In terms of the achievements made, Mr. Bazié dwelt on the achievements of his department during the year 2022.

For him, it is, among other things, the adoption of the standard organization chart of ministerial departments, the law on the depoliticization of public administration and the strengthening of merit, the national strategy for promoting public expertise 2022-2026, draft labor code, etc.

“The Ministry of Civil Service, Labor and Social Protection remains the showcase of public administration. We therefore have no room for error, if we want to deserve the trust placed in us by the people,” he continued.

Bassolma Bazié recalled that the years 2016 to 2020 were particularly marked by social movements that had an impact on the functioning of public administration, characterized by demands from workers due to the absence of sincere social dialogue.

The Minister stressed that the first CASEM 2023 is an opportunity to discuss mechanisms and tools, in order to cultivate the spirit of dialogue between social partners.
