Burkina Faso Unveils 2026-2030 Recovery Plan to Parliament

Ouagadougou: Members of Parliament, meeting in plenary session on Friday, May 8, 2026, under the chairmanship of Dr. Ousmane Bougouma, Speaker of the People's Legislative Assembly, examined and debated the new development framework, the "2026-2030 Recovery Plan." It was presented by the Minister of Economy, Dr. Aboubacar Nacanabo.

According to Burkina Information Agency, the session held in the National Assembly aligns with the Constitution's Article 112, Paragraph 2, which mandates the government to present and defend its policies, budget, and development plans. The Recovery Plan, as presented by Dr. Nacanabo, is designed to address the security, humanitarian, and economic challenges faced by Burkina Faso in recent years. The plan focuses on national sovereignty, security, good governance, and economic and social development.

The 2026-2030 National Development Plan (NDP) is rooted in an endogenous development strategy, emphasizing a significant role for the State in steering the national economy. Its primary objective is to foster socio-economic development based on patriotic commitment and national sovereignty, within a secure and peaceful environment. The plan's cost is projected at about 36 trillion CFA francs, with nearly two-thirds expected from domestic resources. It revolves around four pillars: consolidating security, social cohesion, and peace; reforming governance; developing human capital; and transforming the economy sustainably.

The government highlighted that the acronym "RELANCE" (RECOVERY) encapsulates the plan's strategic directions: Bold Structural Reforms, a Productive and Competitive Economy, Strategic State Leadership, Accelerated Investments, National Economic Transformation, Inclusive Growth, and Enhanced Equity. The authorities aim to reduce poverty, boost industrialization, improve electricity access, and enhance local production to decrease external dependence. Following his presentation, Dr. Nacanabo addressed concerns and observations from MPs seeking clarification on the plan's various components.
